Hello Aspirant,
Yes, you can get into these colleges based jee main score in All India quota of 15% even though you have not appeared for MHT CET.
For registration visit http://admissionengg2019.mahacet.org.in/fe2019/
One thing u have to pay the requisite fees on registration.

Hello,
Both the Colleges mentioned by you - college of engineering Pune and VJTI Mumbai takes admission only through MHTCET score and rank as you have not given MHTCET so you are not eligible for admission.

So be please use the Jee main college predictor so to know your college according to your jee main rank
