your score is in border line to get admission in iit madras. reviewing previous year gate score which is varying fom 717 to 727, i suggest you may  apply and wait for the result. see cutoff is not declared yet and it will come around just a few days. and for interview it is totally depends on iits which defer year to year. you can also apply for ms in vlsi which they may take higher rank holders.
