Yes of course you can apply for 85% state quota of Andhra Pradesh even if you belongs to Telangana but note that you cannot apply for government quota seats in Andhra Pradesh under it's 85% state quota because government seats are reserved only for that particular state candidates and you belongs to other state so you can go for private/management seats in different medical colleges of Andhra Pradesh.
