Congratulations for securing such an amazing rank in JEE Mains, it's really not easy. Now , with your rank, and according to previous year's cutoffs, it's probable that you will easily get Computer science in NIT delhi.

Now, coming to your question, that when is the college supposed to shift to it's permanent campus, i would say that it's not really easy to say when, because that's an information that only the college authorities can provide you. The permanent campus was supposed to be built by the end of 2019, but it has been delayed, so no one really knows right now , when the work is going to be finished.
