It means that in 2019 no candidate belonging to female BC-C category were allotted a seat. It might be because of number of reasons such as no candidate have opted the seat in Osmania University or candidates who opted didn't have required rank or merit. But if you see the cut off trend for BC category you need to secure rank below 50 to have decent chances of getting seat.
