For January cycle, the last date is end of december. Last date prevails until  date for application. if you want to apply for january cycle then you have to do it within december. if you want to do for july cycle then you have to do apply in May 2020.

application process ends with fee payment so you have to pay after filling all the details through net banking. If you don't pay then your application will get rejected.
