National Institute of Technology, Raipur is a public technical and research university located in Raipur, India. Founded in 1956 with two engineering disciplines, the university focuses exclusively on science, technology, engineering, and architecture.

I m not very sure about the placement statics of both the institutes currently, but i can state that NIT Rourkela is better than NIT Raipur in all aspects.

In case of branch it is dependent upto you in which field you want to go.

From my point of view NIT Rourkela CSE will be better than NIT Raipur electrical or mechanical.
