According to your rank most you will get seat through both AIQ COUNSELING or state quota counseling. Now talking about which colleges you might get in u.p and delhi... In delhi you have rare chance that you will grab a seat through your category last year lowest cut off for du was for  UCMS- 2748 (air)

For ipu it was for NDMC,NEW DELHI- 5428 (AIR)

Now about uttar Pradesh last year cutt of ranks :-

There are chance that you might get above mentioned colleges in u.p as their last year cut off ranks are highar than yours. You might not get seat through delhi state quota as general cut off ranks are very high. There are high chances that you will get into 2nd round in u.p and AIQ both.
