Congrats on your rank Rakesh. Hands down Electronics and Communication Engineering at NIT Surat is the best option here. I have personally visited both the colleges and looked at the administration and campus and NIT surat is definitely above. In terms of location and placement too. Placement scenario at NIT Surat is much better with 7-8LPA whereas at Raipur it's around 5LPA..

I suggest you go for NIT surat. Rest lies in your hand. Best of luck 

Nit Raipur electronics is one of best branches here and is a very exciting branch in terms of study 
But going for placements its a bit tough for this branch as no core companies of electronics comes to the campus but yes you will be definitely placed in a software company.

And in SVNIT Surat, academic wise, ECE is on the weaker side, insufficient number of professors.

Mechanical and CSE are the most sought after branches followed by EE.

Infrastructure is very good and is on par with any other well recognized institute.

You need not worry about hostels, you can opt for single-seater room from 2nd year onwards.

Food is more Gujarati/Rajasthani influenced with an option of rice,dal and sambhar too.

College rankings are involves many factors such as infrastructure, labs, prfoessors, placements etc. So, don’t consider ranking as the main criteria of chosing the college. YOu should think branch-wise; what all subjects interests you, job scenarios, what you want to be after college etc.

If you don’t have particular inclination towards any of these branches (CSE,ECE), I would suggest to chose IT of NIT Raipur over ECE of NIT Surat as IT opens lots of options in terms of job persepectives and research-wise.
