No, being from bihar you can't into kalyani or any government colleges

This is because,

Other state students are not eligible for government aided colleges in wbjee . West Bengal domicile requirement is there for seat in Government aided colleges, seats in Aliah university and 90 % of general seats for Jadavpur University( 10% seats are open for other state for Jadavpur University) and also other state students are not eligible for reservation i. e OBC/ST/SC etc.

This is very difficult to predict which college you will get because cut off  keeps changing every year depending upon a number of factors like

--------) number of students that appeared in the WBJEE exam

--------)difficulty level of the WBJEE examination

--------)Kind of marks obtained by the students in the WBJEE exam

--------) number of students from different categories etc

But yes,

With your 2553 rank

On the basis of wbjee 2019 , 3rd round, cut off data ,you have chances in following:-

• Techno India University:- computer science

• St. Thomas College of Engineering and Technology:- computer science

• Techno Main - Salt Lake:- computer science
