Yes, you can fill the form through phone But i would recommend you to go by the official procedure. if by browsing centre you mean cyber cafe? then yes it is safe for making the payment just take a print out of your payment receipt or else click a picture of it .

Hey Tharun! You can definitely do that Directorate of Technical Education (DoTE) will start TNEA choice filling 2019 from July 3 onwards along with the counselling. Candidates who have applied for Tamil Nadu Engineering Admissions (TNEA) 2019 will be eligible to appear for the TNEA counselling process. Students have to login using their TNEA 2019 application number and password for filling the choices.

So you can login to your id and fill up the choices, i think the fees for tnea for general category student is ₹ 5000 and for other categories it is ₹1000 which you have to pay to complete your registration.
