Congratulations! 84% is a good score. In order to apply in Punjab University minimum 50% marks are required. However, to get into most courses minimum 80% is required. You will most probably be able to get into one or the other course with your score. As far as Defence quota is concerned total 5% seats are reserved for the following:
1. Sons/Daughters/Spouses of such defence personnel, para-military personnel like CRPF/BSF, Police personnel etc. who died in action while on duty. In this case only those who were completely dependent on such personnel will be considered.
2. Sons/Daughters/Spouses who are wholly dependent on Defence Personnel who were incapacitated/died while in service.
3. Sons/ Daughters/ spouses of ex-servicemen who were wholly dependent on them.
4. Defence personnel incapacitated while in service.
5. Sons/ Daughters/ Spouses of of serving defence personnel and para-military personnel like CRPF/BSF etc. who are completely dependent on them.
6. Ex- servicemen.
7. Serving defence personnel/ paramilitary personnel like CRPF/BSF etc.

Pondicherry University has a sophisticated campus, well maintained by the college authority, the Computer Science Engineering curriculum is nicely taught by the fellow faculty members. Hope you are doing great.Firstly we should not compare 2 good universities ,it depends on you how you see the them ,both the universities are better for masters still you just want to choose only one then go with banaras hindu University ,one of my friend was there and he told that it was best ,the infrastructure, faculty, environment are too good.However Pondicherry University is also best but if have to choose one then go with banaras hindu . Rest depend on you .

Pondicherry University , also known as PU, is a collegiate public central university (https://en.wikipedia.org/wiki/Central_university_(India)) located in Kalapet (https://en.wikipedia.org/wiki/Kalapet) , Pondicherry (https://en.wikipedia.org/wiki/Pondicherry) , Union Territory of Puducherry (https://en.wikipedia.org/wiki/Union_Territory_of_Puducherry) , India (https://en.wikipedia.org/wiki/India) . The campus is very vast and well equipped with all the latest high-end facilities. The college has provided good placements in the past year. Around 20% of the students got placed from our college.
Since in the question you haven’t mentioned the course, I am not able to guide you whether you can get an admission or not. The seat and admission may be depended on the Rank, Score and Courses applied. Anyway, you may apply to the various M.Sc. course in PU, since it’s a wonderful institution in the Nation.

Whether you get a seat from the waiting list or not depends totally on the availability of seats. For example if a student chose to withdraw the application after getting into Pondicherry University, then that means the 1st student in waiting list gets in. If he/she doesn't confirm, then the 2nd person gets in, and so on. So predicting a yes/no would be very difficult. I will suggest you to wait and see. Meanwhile try applying to other Universities with MA Political Science to broaden your options.

Here the architecture is exceptionally marvellous. There is no second thought about its architecture. This college has many outstanding facilities like well equipped Libraries, swimming pool, laboratories , cricket ground, football groung and other building architecture and much more. However the class room can be improved to a little bit like using ACs and a bit more.
Beautiful college infrastructure with separate building blocks for each department. Labs and classrooms are good. Required equipment is provided in the labs while practicing. Lab in-charge will guide us on how to use those tools. Canteen and medical facilities are present.
University infrastructure is good as all know it's a old central university but it doesn't look like and they maintain clean and hygiene.they have well developed labs with all kinds equipments in the university
