It is very difficult to get admission in Panjab University, Chandigarh if you have low percentage. It is almost impossible to get admission in BA English Hons or general BA with only 65%. You can go for some less popular subjects.

          If you have attested OBC NCL certificate of your state only attested by tehsildar then you can get admission in the university. You should apply counselling in OBC NCL category.
