I would suggest to prefer IIT Delhi CS over IIT Madras CS because you will get more opportunities in Delhi (being capital city) as compared to Chennai. You will have opportunities to work with start-ups, work with couple of live projects, etc.

Also, I have seen people from North Indian complaining about food and language in Chennai. However, if you belong to South then food and language wouldn't matter to you.

I agree with them.....you should give IIT Delhi(cse) before IIT madras(cse) as preference...because it has better ranking,faculty and placements too if you study very well during those 4 years....so opt iit delhi as 2nd preference over iit madras

As per the college ranking, locality, placements, verticals, opportunities I wish you to opt IIT Delhi. And also one more thing concentrate on studies too. Then definitely you'll get a placement.
