As you said you are completing your bsc from ignou university in Delhi and want to take admission in indraprasta university which is IP university. So yes you can take admission in in IP university . And I didn't get rest of your question asking about the certificate .which certificate you are talking about here. Kindly mention it properly. If you are asking about the domicile certificate then obviously not you cannot get Domicile on the basis of graduation degree. You get it on the basis of from where you have done your 12th class .
