The scenario that you are mentioning could have given you the result that the institute that you were attending would have cancelled your admission, returned you your previous year documents and would have prevented you from giving exam. Yes, the students who belong to the category of Scheduled Caste (ST) then the students are entitled for 15% reservation. It is not specified on the official website of the Panjab University whether the students should belong to inside Punjab or outside Punjab. The reservation facility is for all SC category students of India.
