The Application Process for all the Universities you have mentioned for BA LLB program has not released.
Admission into the PU BA LLB Course is based on the PU BA LLB Entrance Exam conducted by the concerned authorities. The application dates are not yet confirmed.
Admission into the Allahabad University, LLB course is based on the LFAT scores. The application dates are yet to be confirmed.
In TNDALU, admission into the LLB program is based on the merit scored in the last qualifying exam. The application dates are expected to release in last week of June, 2021.
In BHU, the entrance exam dates are yet to be notified and admission is based on the last entrance exam.

Firstly in order to appear for UPSC exam candidates need to pass graduation in any discipline from a recognized university, there is no specific aggregate required in this case, you can apply even in the final year, and you need to attain 21 years as on 1st August of the appearing year, secondly if your question is if a degree in journalism and mass communication can help you in preparation of UPSC exam then the answer is no because the syllabus of UPSC is more humanities oriented, and hence having a graduation in subjects like political science, geography, history, law, public administration, economics to name a few helps tremendously, as there is considerable overlap with general studies and optional subjects, the only difference between aspirants belonging to humanities background and those who don't is simply is that the former is already well acquainted with the syllabus having studied the subjects at 10+2/graduation level however I want to emphasize that the eligibility criteria of UPSC CSE allows candidates from every stream to appear for the exam, and if you look at the list of toppers they come from diverse background such as medical, engineering, science, commerce etc, so there is no way why you cannot succeed with your choice of degree, eventually what matters is your focus, dedication and perseverance as these are the most important traits of any aspirant irrespective of the background they belong to academically, hence it's perfectly all right if you're interested in a career in journalism and mass communication, it's good to have a back plan up also,

Panjab University admission 2021 to UG, PG and other programmes is open now. The University invites applications for PU MET 2021. The application process began on February 24, 2021, and the deadline to apply is April 10, 2021.
Kurukshetra University had also released the merit list for admission to various UG courses for this year. The first merit list for admission to the UG courses was published in the month of August and the final merit list is said to be uploaded on the official website of the university on September 19. Students who had not applied for admission in the final merit list were given a chance to fill the form through the official website (https://www.kuk.ac.in/) till September 17. You can choose any subject or course of your choice based on your interest for your graduation after your 12th for UPSC
This is because,
to be eligible for UPSC examination there is no compulsion to be a graduate in a particular subject, all you need to be eligible is that you should be a graduate in any discipline
So you can choose any stream of your interest after your 12th PCM like Btech etc, the additional benefit of courses like Btech is that you will have have a plan B i. e a good back up if you fail to clear UPSC in the worst case , but yes when it comes to UPSC then if you choose BA or Arts
then
choosing Arts can be really helpful for your UPSC examination, this is because in Arts you will be learning subjects like history , polity etc which are a part of the UPSC syllabus so it will help you in your upsc examination

The UG admission forms for Panjab University Common Entrance Test will be released in the month of June. The officials have not yet declared the exact dates for the release of the application from. Keep an eye on the official website for the latest information. There is a delay in the release of the official website due to the ongoing pandemic. As it is the month of June it is expected to be released soon. The application from will be available only in the online mode. The PUCET UG and PG will be conducted in offline mode.
