First of all talking about the seat matrix, then there are 120 seats each for ba llb and bcom llb in chandigarh campus , and there are 60 such seats in regional centres.
Pu prepares a provisional and final merit list after declaring the results in which marks scored in the exam are added to others (like12%). Both the parameters are given equal weightage.
Looking at your score you might not get the chandigarh campus in the first round of councelling.you can try for the same in the subsequent rounds of councelling. Talking about the regional centres then yes you do hold a fair chance there..
As of now it's difficult to put forward any specific prediction ,just wait for the final merit list to be out.

Hello Tanzin Yangdon, there are total of 46 seats in Punjab university for Masters course in Physics (Msc physics). There are 40 seats for General category and 6 seats are for NRI Quota. The eligibility criteria for this college is at least 40% marks for SC category.

You have scored really well in the entrance exam.but you have not mentioned your graduation percentage.
Anyway , just to give an idea ,if you have 70 % or more than this marks in your graduation then you have very good chances of getting into the chandigarh campus in the first round of councelling itself.

The first round merit list for BCOM and BBA at PU has been released . But there are no official updates about second round cutoff. But you can expect second merit list to be released by the second week of august , 2019.

There are 300 seats for the course of LLB in Panjab University in the Chandigarh campus, 60 each in regional centres.
So considering the fact that your rank in the new merit list after combing both entrance rank and your graduation marks is 246 which is quite good, so your chances seem fair. There are less chances for Chandigarh campus in the first counselling itself if you belong to the general category. There are good chances that you might get the Chandigarh campus in the subsequent counselling. Especially because counsellings for other colleges like DU LLB etc is pending and people might leave their seats for changing colleges. Otherwise chances for other regional centres are good.

Better place to pursue your higher studies
College Infrastructure
Pondicherry University has a better infrastructure and facilities in terms of library, classroom, hostel etc. especially they have a dedicated reading room for all students in the university, hostels are enabled with wifi connectivity and proper hygiene is maintained everyday. Overall it gives a better environment for the students to pursue their higher studies.
Decent academics, lively campus and Good experience.
College Infrastructure
The University offers average infrastructure with basic classrooms, and facilities. While functional it was lacks modern upgrades and advanced resources, leaving room for improvement. The infrastructure is too old for today.
