The institute was established under the Bombay Native Education (Trust) in the year 1827. The name was given in order to give a tribute to the departing Governor of Mumbai, Mountstuart Elphinstone. Elphinstone College is run by the Government of Maharashtra and is affiliated to the University of Mumbai. The institute has been recognised by the University Grants Commission. botany, biotechnology, commerce, history, chemistry, economics, information technology, geography, mathematics, zoology, microbiology, physics, statistics, sociology, political science, psychology, Marathi, Hindi and English are the departments of Elphinstone College.
