There is no official rule from Bundelkhand University that says minor subject question papers conducted by colleges must be in both Hindi and English. Usually, the language depends on the medium of the course or the choice given by the college.
It is not mandatory for all questions to be bilingual. To be sure, you should check with your college exam office.
