Dear student, IIIT Surat is one of the leading Indian wing institution in India and is lot better than its counterpart in Ranchi. If you can compromise with your branch CSE, then you can go for Surat and pursue ECE. Placements for ECE branch are pretty good and job opportunities are available all over India and abroad companies.

Hello aspirant. In order to get admission in any IIIT, you need to have qualified JEE with under 3000 rank, at least, as these colleges are especially for IT, CSE and other upper/high paying departments of engineering. But still cut off vary college to college, some have home state quota where you can get a college at even as low ranks as 7000. Best of luck.
