PU authorities have just recently issued a noticr regarding increased seats. But the notice is only in regard to UILS, Chandigarh and not the regional centres. Earlier there were 120 seats for BA LLB In Chandigarh and 120 seats for BCOM LLB in Chandigarh, which with the approval of the Bar council of India have been increased to 180 seats for each course. So the seats in the regional centres remain the same. 60 seats in Ludhiana and 60 in Hoshiarpur regional centre for BA LLB.

Talking about the seat matrix first ,there are 120 seats each for ba llb and b com llb in chandigarh campus, 60 each in regional centres. You have secured a decent rank in the merit list . With 103 rank chances of you getting in the chandigarh campus are good.
Talking about the hostel ,then it depends on several factor like your category. Being a general candidate sceuring rank under 50 can be considered safe for getting hostel . But still I would suggest you to apply for the same . Who knows you might land up there.

Now I would like to bring this to your notice that punjab university will conduct pu ba llb councelling round 1 in offline mode on 24 and 25 july. For all the genral candidates the date is 24 th and for all the reserved candidates the date is 25th . Call letter for the same has been issued to the shortlisted candidates . For the councelling process you will be required to visit the campus. You can look out for these details in your call letter too.

No, Panjab University does not release an allotment list before counseling. They only release a provisional merit list which is to be released on July 22, 2019. 

Candidates having their names in the merit list and scoring according to the cutoff will be called for the counselling. The university will conduct the PU BA LLB 2019 Counselling for Round I in offline mode from July 24-25, 2019. The counselling process will include a face to face interaction followed by the seat allotment procedure.

There are 120 seats each for BALLB and BCOM LLB in the Chandigarh campus, 60 each in regional centres. 5% of the total number of seats are reserved for the BC category. Hence there are around 18 seats for the BC category. Considering that your rank under the BC category is 69, there are not much chances for the Chandigarh campus. Chances for Ludhiana regional centre also seem to be less. You can try for Hoshiarpur regional centre, you might have a chance in the subsequent counsellings if not the first counselling itself.

Considering your rank in the combined merit list is 165  for the course of BA/BCOM LLB you seem to have a good chances for admission in UILS, Chandigarh
There are 120 seats each for BALLB and BCOM LLB in the Chandigarh campus, 60 each in regional centres. So for the Chandigarh campus if your rank in the BA LLB merit list after combination of both scores is uner 150-180 you'll have a fair chance in the first counselling itself.
And with your rank you have pretty good chances in the first counselling itself. If by any chance you don't which, you'll have chances in the subsequent counsellings too. But most probably as per previous year trends you'll have good chances.

If you get admission in UILS, Panjab University Chandigarh, then afterwards you will be alloted the hostels based on your ranks. There are limited seats for hostels. So a list will be prepared based on your merit/rank, category wise out of those people who apply for hostels and you will be alloted hostels according to your ranks only. Many people don't get hostels in the counselling itself but later on there are vacancies and hostels are alloted to them in the later years based on a waiting list prepared based on marks in the 1st year and so on. In case you don't get hostels in the counselling, you can try for Pgs or other such facilities. And you might get hostels in the later years based on merit  (semester results)
