No, a migration certificate will not be necessary for PU BA LLB counselling 2019, however, these are the documents that are required - 

• Marksheets of 10th and 12th
• Birth Certificate
• Character certificate
• Gap year affidavit (if applicable)
• Reserve category certificate (if applicable)
• Gradation certificate issued by the sports
