As you have stated that you score in IAT is 75(SCB) in general category.  As per the last year cutoff, it was 72/200 to get into IISER , so yes you may have chance. But please remember that this is last year cutoff and it changes every year

To get admission through KVPY Channel, you need to qualify KVPY exam. In IISER, KVPY scholars are admitted "automatically'" to the BS-MS program. Admission portal was opened on May 26, 2019 and it will close on June 20, 2019.

According to your rank in ews category that is 3000, yes you can get iiser.  You can get admission in IISER Mohali, IISER bhopal , IISER pune etc.. counselling for JEE is going to start after 25th June,  so fill your choice of seat before that and appear
