Indian Institute of Technology, Jammu is an autonomous public higher education Institute funded by the Government of India, and functions under the governance of the IIT Council. The Institute was inaugurated in the year 2016 under the mentorship of IIT Mumbai and its first batch was started at the campus in Paloura, Jammu. IIT Jammu is recognised as an “Institute of National Importance” under the “Institutes of Technology Act” of 1961. The Government of Jammu and Kashmir has provided the 400 acres land for the establishment of permanent campus of the Indian Institute of Technology Jammu and the first phase of construction has already started. Indian Institute of Technology, Jammu provides varied infrastructure and facilities for the students and faculty such as Central Computing and Communication, a library with a collection of books, sports facilities, and a medical facility for any emergency or illness, etc.
I would suggest Mtech at Bits Hyderabad would be a great choice as IIT Jammu is still in developing stage.
At BITS you will find an exposure to all the current technologies and the environment there is exquisite. It will not only help you academically but also professionally.
The placements are simply too good there and BITS is considered to be one of the best engineering colleges in India.

I would suggest you to pursue MTech from DTU CSE. DTU is one of the best Technical Institutions for CSE in Delhi NCR after IITD. The CSE Department has strong faculty, infrastructure as well as good Placements for MTech. Being located near Technology and IT Hubs of Delhi NCR provide huge scope and impetus to training and placements.
IIT Jammu is still in its nascent years and DTU CSE has a much stronger Academic, Professional and Employer Outlook.

Let me make you clear that there are only two attempts of JEE-advance for two consecutive years after passing class-12th. For e.g., if you have passed your class 12th in 2019-20 then you can appear only for JEE-Advance of 2019-20 and 2020-21, provided that you qualify JEE-Main each time to sit for JEE-Advance.
So attempts of JEE-Advance are not decided on the basis of JOSAA counselling, whether you get seat through JOSAA Counselling or not you will be eligible for JEE-Main and JEE-Advance for next year if you are eligible according to the above example.

CSE at Jammu, I would say not at all. It has quite poor quality of peer group, almost nil alumni and no permanent campus.
Regarding, IIT Bhilai, has recieved lot of socila recognition, it's also growing quite quickly. Hence, better peer group you'll get
I would recommend to prefer IIT Bhila over IIT Jammu
I believe you are mistaken there are no Metallurgy Courses at IIT ISM Dhanbad. Department of Mining Engineering has three courses namely Mining, Mineral and Mining Machinery, and all three of them experience almost 90% placements with conglomerates like Tata Steel, Hindalco, Vedanta, Coal India, ExxonMobil, Schlumberger being regular recruiters. IIT ISM Being loacted near mineral rich areas of Jharkhand and Odisha further provides impetus to training and placement opportunities.
Secondly IIT ISM is a much older technical institute than IIT Jammu and has good infrastructure, faculty, research facilities and employer outlook.

Careers360 shortlists over 5000 colleges across domains each year. Out of these colleges, only those colleges are rated/ranked which provide transparent data requested by Careers360. The cumulative scores of colleges are then calculated and they are divided into clusters as per their scores. OPD: Clinical consultation is provided to patients which includes history taking, clinical examination, diagnosis and providing a prescription to the patients. TREATMENT ROOM: Provides services for minor surgical procedures like dressing of lacerated wounds, suturing of minor lacerations, suture, removal, abscess drainage, application of injections, infusions of I/V fluids, etc. PHARMACY: Reliable quality medicines are available to beneficiaries on doctor’s prescription during OPD hours as well as emergency timings, free of cost. Routine over the counter medicines is provided by paramedical staff after consultation with the Doctor during emergency hours. All students have medical insurance of Rs. One lakh. IIT Jammu has a medical center with a 24*7 hr paramedic officer. A senior and experienced doctor visits the campus regularly. Further medical attention is available at a nearby dispensary and hospital in the city. Out-patient/ in-patient medical attention is available at Jammu medical college. In case of an emergency, a student can be admitted to Batra super specialty hospital. Students are advised to carry some basic medicines with them that they may need in case of common ailments like fever, cough & cold, upset stomach, sprain, etc. Nearest chemist shop is at Nagrota. Students should also carry such medicines that they are regularly taking or as advised by their doctors.

Library@IIT Jammu is fast developing. Generally, low priced editions of international standard textbooks are used for the courses. Few copies of each of the textbook are made available in the textbook section of the Institute library. Some other supplementary textbooks are also available in the textbook section. Teachers also provide relevant teaching/course material online. These days e-book version or PDF version of textbooks used is also available on the net. Generally, the teacher will rely on one textbook for his/her course. Since the books are low priced editions, students may have their own copies. The campus has facilities for both indoor as well as outdoor games.
