So, according to your rank that is 19,567 and you family's annual income that is 40,000 Yes you are eligible to apply under SNQ quota.
With this quota you tuition fees will be waived in Reva university.Reva university accepts students under SNQ with rank 25,000-30000 so you can get admission in that but in certain branches. The branches like CSE or communication will be tough for you as their cutt offs go high.
While registering yourself for counselling make sure to fill SNQ quota.
