For getting bds college in svu region, as you have not mentioned your category, hence i asume you to be a general category candidate, therefore, for admission in svu area, one musr score 480+ marks in neet. And now considering your marks, well i am sorry to say that admission there will going to be difficult for you.

The exam that is conducted to get a,seat in SV university in MBA and MCA is APICET . And the counselling is done through APICET for admission in this university. And as per the official update , the cutoffs for MBA and MCA are not yet released by SVU for this year . But they can begin anytjme of the day. You are advised to keep checking the cutoffs on the official website for apicet i.e.

apicet.nic.in

The final cutoffs for the year 2018 in SC category in SVU region were following-

MBBS seats - 

• Government - 386 marks
• Private - 369 marks

BDS seats - 

• Government - 390 marks
• Private - 345 marks

Accordingly, you have very less chances of getting in even private BDS colleges.

In government medical college: It depends on the state to which you belong and the category as the Reservation System still prevails.

In a private medical college: Yes, definitely! But maybe not in the most reputed ones.

I don't think M.Tech in VLSI is available in SVU. Courses offered for M.Tech are- Civil (Highway,Structural),CSE,EL,ME(Production, Thermal,Core)

Chances in SVU are low but you can go via caste reservation or management quota, on the other hand, you will definitely get a seat in JNTU.
