Congratulations for the rank. Based on the previous year cutoffs you have chances to get in to civil engineering at SVU. The teaching at SVU in civil department is excellent and it has a good infrastructure.

You didn't mention your category which is an important factor of determining your college and group,

However if you are from Bc-A, Bc-B,  Bc-D, Bc-e, Sc/st ,then you can expect a CSE seat at Sv university as the previous year cutoffs are close to your rank. For other categories which I had not mentioned, it is very difficult to get cse at Svu.

As per the information you have provided in your query the chances of getting seat in that collgeg  is very low because of your rank and as you don't have any reservations it is hard to get seat in this college as it is a top university.  So if you have any reservations like sports quota ,ncc etc..that might be helpful to get seat in that college.
