Delhi quota remains as it is  

It is not converted 

There are two types of seats 

One is for Delhi students

Other is for all India quota

So it is similar to last year no change in Delhi quota

Hello Bilal, You will be considered a home state candidate if you possess the domicile of that state. If you don't have domicile of that state, then you will be considered as the other state candidate. There's no conversion of any kind during the admission. It's simple logic.
