Talking about the cut-off for taking admission, no one can exactly predict the cut-off for the future, but taking previous years cut-offs it was up to AIR 52324 for General Category . So, if you have scored rank below than 52324, you should definitely apply for admissions and I am hopeful that you will get selected.

The previous cutoff marks of NEHU was around minimum 450.They will select on the basis of mat score and GD/PI.It is easy for you to get selected for GD/PI but it is important to do good in GD/PI after that they will select on that basis.The final decision for admission shall be on the basis of the weightage given below: a) Aggregate percentage of MAT score : 80% b) Group discussion : 10% c) Personal interview : 10% .For GD you have to go through news external affairs the things happening in these days.

Only those two guidelines exist for the eligibility.
If you belong to a general category then sorry to inform you that you didn't qualify JEE main.
If you belong to SC or ST category then you are completely eligible for the admission.
Further, if your board percentile is that much good enough then you may contact their university.

Eligibility criteria for NEHU is candidate must have secured 45% minimum aggregate in PCM in 12th from a recognized board.
You have satisfied the eligibility criteria. Admission is done on the basis of selection criteria i.e. jee mains rank cutoff. Your general category rank will be very high which may or may not come in cutoff range.
There are possibility through reservation category so it will help you open to more college options. If you apply for colleges in your residential state then you can also apply for home state quota which will help you in some factor as 75-80% of seats are reserved for home state quota.

The college infrastructure is quite nice, the buildings and academic blocks are extremely pleasant. The overall ambiance of the campus is also very serene and peaceful. The laboratories are also very nice.
The infrastructure of the Institution is more or less functions on satisfactory grounds. There is adequate number of labs and facilities for research work as well. The Library especially has an impressive collection of books and materials. If I have any gripes with the infrastructure, it would most likely be with that the campus needs more street lamps than is already placed and perhaps a faster WiFi connection for students. Otherwise, the campus is well-equipped with everything that is expected of a University. Guest houses are welcoming and comfortable for academics visiting from other universities as well. Students have ample space and opportunities to pursue their activities.
Northeastern Hills University is a central university, and it has all the necessary infrastructures. It has clean classrooms and library, hostels and Wi-Fi connection in the campus. There are also projectors and sports facilities which are well used. Yes, the spaces are good, and food is hygienic.
