Usually other region candidates will be having 30% seat reserved in non-local regions for them. However the cut offs for these 30% will depend on the actual cut off, number of vacancies, number of non-local candidates.

However there will be no great change in these numbers. So you can rely on the previous years cut off.

The local rank is used as you belong to the locality and you will be given preference first while alloting seats in that locality college. Any other locality candidates would be considered to be non-local and thoer probability to secure seat will be low.

With this rank, you can get a seat in almost every branch in SVU university. But you will face difficulty if you want ECE in that university because the cut-off for ECE is quite high for that college
