Go through CLAT Cut off article done by Careers360. While going through CLAT Closing Rank 2017 column you will come to know that a students got admission in MNLU Nagpur with rank of 39573 and even a student got admitted in DSNLU with 38156 rank. Even a State

As per your rank, its difficult to get any NLU's but you can always go for private colleges.

By seeing the cutoff which is 12010. I think it will be difficult getting admission in dsnlu.

Using you rank in ST category, you surely can join any NLUs. Just remember to apply fast as you know the number of candidates is very high in these exams. Some of NLUs where you can apply using marks and rank.
