Haji Ismail Degree College, Balrampur was established in the year 2000 as an affiliated college in Sadullah Nagar, Balrampur, Uttar Pradesh. The campus extends to 6.25 acres of land with the approval of NCTE. The institution offers three specialised courses in Education, 795 students in total, and 11 teachers. For this reason, a compact model of teacher education is maintained.

In the college, there are several facilities that enrich the learning experience of its students. A well-equipped library occupying a seating capacity of 100 has more than 6,250 books. It includes reference books, encyclopedias, subscriptions to three journals, etc. The institution is well equipped with a number of specialised well-maintained laboratories adhering to NCTE norms with regard to a Science Lab, Psychology Lab, Language Lab, and Educational Technology & Media Lab.
