The Siwan College of Engineering and Management, SCEM, was established in the year 2000. It is a major education hub located at Islamia Nagar, Surapur Siwan, Bihar. It is an AICTE-approved affiliated college that conducts the affiliated programs in the streams of Engineering and Management. This campus covers 12 acres, and the SCEM has emerged as the centre of technical education in the region. The college has a total student enrolment of 315, and faculty strength is 32, so there are fair student-to-teacher ratios in such a manner that students gain personal attention and quality education.

SCEM offers the following eight courses under two degree programmes: B.Tech and MBA. There are five specialisations under the B. Tech programme: Mechanical Engineering, Electronics and Communication Engineering, Computer Science and Engineering, Electrical Engineering, and Civil Engineering. Each course in engineering has an approved intake of 45 students, and the programme is full-time with a span of four years. The MBA programme is full-time and it takes two years with an intake of 45 students. All courses have been so designed to be all-inclusive and equipped the students with theory and practices that will be helpful to them in their subsequent careers.
