Your son can apply for JIPMER by NRI quota. There are some steps are occure in this process below:
Step1: Go to the official website of JIPMER and navigate to the link "Apply online MBBS Admission".
Step2: Register by filling details like name, DOB, mobile number, e-mail I'd, choice of examination centre and click "Register" button.
Step3: Login, using the user ID and password is send to the candidate mobile number and email address. Once you are logged in then you can change the information of your registration using "Edit" option right corner of the form.
Step4: Upload photo and signature.
Step5: Pay the registration fee.
Steo6: Take the confirmation page and if you want to printout you can for your future purpose.

From 2020, there would be no AIIMS and JIPMER entrance exams. The admissions to these Institutes will be done through NEET.
How the counselling will be conducted is still unknown but NEET will be the entrance examination for admission to all 15 of AIIMS branches and 2 of JIPMER branches.

Yes, you should go for second round of counselling if no college was alloted to you in first round
Since last allotment for first round was 619, second round is going to be more tough because there are many students between 550 to 600
Considering your rank- 58907, there is less chance to get into AIIMS.
But you can try for mopup round in case few seats are left vacant

Different state has a provision that includes that the students are required to sign a bond with the government that involves serving the state for a specific period of time as decided by the government itself.
If failed to do so the candidates required to pay a penalty amount to the state. As far as Tamil Nadu is concerned, failing to serve the candidate is required to pay a penalty amount of 10 lakhs to the government.

In the first round of All India Counselling, the last rank to get JIPMER under EWS category was 1876 ( All India Rank ). There is no chance that you can get JIPMER in further rounds as there is a huge gap between rank 1876 and rank 10542.

If you have already joined a college, submitted all documents and paid the admission fees then you will have to leave the institute officially before joining another college.
Most colleges have a cool down period of about 1 month where they allow students to leave for another college with 15-25% deduction in the money already deposited to them. Get in touch with your college and ask about the deductions as well as the procedure to leave.

If you are thinking about pursuing BSc at JIPMER you must be knowing that JIPMER ducts online examination for BSc nursing.
The problem with an online exam is that you cannot get your hands on the exact question paper if the conducting authority doesn't releases it. Jipmer doesn't publish its BSc nursing paper so so there is no way we can know the official previous year papers of BSC nursing.

Meaning coaching institutes claim to have the question paper of online exam but those questions are solely based on the memory of the candidate who appeared in that exam. So we cannot completely trust them.

As far as your AIR is concerned, keeping in mind, JIPMER is one of the best Medical Institutes next to AIIMS Delhi, the small intake of JIPMER, and that too since JIPMER doesnt have its own test and intake is totally through NEET, you perhaps have bleak chances and might just make it. The expected cutoff will surely be no less than AIR 400-500 for General Category. However you do have other excellent options at your Rank like newer AIIMS, KGMU Lucknow, CMC Vellore, MAMC Delhi and other top medical institutes.

For MPH there only 18 seats, I was fortunate enough to get admission, air conditioned classrooms, Hostel is above average, mess could be better. hostel room has all the required things, cupboard, bedding etc. has a playground and library.
As we all know that this college is best for medical line studies any one who is interested should take admission in it and if I talk about the college infrastructure so it is best and have all facilities here
