Karnataka State Open University (KSOU) is recognised by UGC.Karnataka state open university( KSOU) is not approved by AICTE (All India council of technical education) but Karnataka State Open University is approved by UGC.But KSOU degree is valid as its recognized by UGC.

Karnataka State Open University offers b.tech courses, admission can be possible to   4 years b.tech courses as well as lateral entry admission to b.tech course which is of three years duration. so the year of study you have mentioned is three years, so In case you have taken admission after completing diploma, to b.tech course through lateral entry, 3 years b.tech course in valid.

however for students who has joined b.tech after completing 12th must have completed 4 years course to obtain the degree certificate.

Yes, you can apply for government jobs before that you need to check the eligibility criteria and you must fulfill it I'm order to get recruited.The eligibility criteria will be different for each recruitment according to the post and you must have the minimum percentage in your qualifying exam and age must be within the upper age limit.

University Grant Commission provides authentication to colleges and universities and if any college is not granted permission then it is illegal and is considered as a fake University. And due to that the degree won't be considered legal or authentic. The best will be to do the graduation again.

These things are confidential and the college authorities handles these problems. So it will be better for you to visit the campus and enquiry them. We can't say it accurately as it may be possible in  the part of college to do it. As far it seems it is not possible until n unless the college wants it to do. These are handles by their authority so better to contact to them in phone or mail or personally regarding this and find the truth and fake out of it.
