If you dont have hard copy of the application form then you can take a prinout of the soft copy you would have saved at the time of filling the application form. Also if you dont have  the same then you need to contact the college once and follow the instructions they give.

you can take admission under OBC Category if seats are available in the college but you will not be able to take admission under general category s your rank is not upto the mark. I would suggest that also try for some other colleges also.

There are 3 governing situation in your question.

1)source of income - If your financial base is strong you can go for nlu otherwise au will suffice.

2)Targeted area -  If you want to go for upsc au will do its job but if you want to join corporate sector then nlu outshines au because au has no placement cell. 

3)You -  tier 1 university might be able  to provide you a headstart but in the long run it all comes down to you.
