Kindly mention your category,We can provide you information only when you give us full details.

If you are general category student then I am sorry to say that you have not cleared the eligiblity criteria for jee mains.

So you cannot register for josaa and cannot appear for counselling.

You must already have set some priorities and after that if you have assigned a seat in first round after that you want to upgrade it then you would get a option also for that in second round wether to lock or go further.

Yes you can and many candidates do that.
Once the previous rounds are over, a fresh candidate can participate in JoSAA counselling by registering on the online portal and filling the choices.
