You can take admissions at NITs through JEE paper 2 via 2 quotas, i.e.
1. Home state quota
2. Other state quota
The cutoffs are also different based on category (Open, OBC-NCL, SC, ST)

With a rank of 17k in your jee mains paper 2, there's less chance for you to get a seat into any NITs or SPAs.
You can try for the CFTIs and carefully fill your choice filling for the counselling process of JoSAA. Still it will be difficult for you if you belong to gen category.
Futher I suggest you to apply for any private B.arch institues too and apply for it if you have also appeared NATA.

I am sorry to say but with 49000 CRL rank in JEE Mains paper 2 and General category, you won't be able to get any branch in any of NITs, IIITs or GFTIs, since they have a closing rank of around 2000-3000 for General Category.
