Yes you may get AIIMS Rishikesh as per last year's statistics. The cutoff for OBC category last year was 2095. So even if there is a little bit inflation in the cutoff then also it is possible to get AIIMS Rishikesh. You can also get AIIMS Patna and

AIMS is AIMS, as it is central government running institute and also due to rishikesh, best faculties of india. AIMS rishkesh has one of the best blood bank in india. So, definitely AIIMS rishikesh is better than PGIMS rohtak. So go for AIIMS obiviously.
