No, BHU or banaras hindu university is a centralised government university, it doesn't have any state quota. Every other indian is as eligible as a resident of uttar pradesh. However, there is a quota for reserved categories such as OBC, SC, ST castes.

Hello. I hope you have given the BHU PET exam, soon results will be out. Cuttoff of last year for MSC. Applied Microbiology was 39 to 49 under OBC category.
Kindly check for your Marks and apply for the seat as soon as possible so that you can avail best place.

It's quite difficult to predict whether you will get a seat in Bcom or not in BHU a s cut off marks keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.
But when we go through previous data then it suggests that with 213 marks, you hold a very good chance to get a regular seat in Bcom in BHU
For example,
In 2018 , 192 marks for general category in BHU uet examination got a regular seat in Bcom in Bhu.

I do not think you will be able to get admission in BHU for M.SC. Chemistry.
The cut off may vary slightly this year because it depends on a lot of factor including number of applicants, level of question etc.
Also let me tell you BHU takes only a handful of students and is always in demnd. So to you have to score high, to get admission.
The cutoff of 2019:
For General- 212 Marks(free seat)
For O.B.C-179 Marks
For Sc/ST -77 Marks
They do not publish any official data and hence it will be quiet difficult the exact rank.
But you need a higher rank than yours to get admission.

I think you have chances of getting admission, though it depends on factors like number of applicants.
If you consider the last year trends of cutoff in BHU,

But for M.Sc. Foreign Science you need a very high score.
However you have scored 161 marks which is not sufficient if you belonged to general category.
Your EWS rank is 25 which will help you.
Candidates shortlisted on the basis of scores obtained in BHU PET 2020 and their meeting the cut-offs will be sent call letters for counselling

Honestly, I had a good time being a part of this college. Since I used to live in the campus Girls' Hostel, it became even more memorable. Hostel was quite inexpensive and very spacious. Usually, there were a lot of College Festivals that took place in IIT BHU and trust me it was one of the best experiences. Late-night walks, the beautiful environment and the calmness of the campus often felt like heaven. Ghats of Varanasi were cherry on the top.
The college has a very good infrastructure but hostel facilities are not excellent but can be considered fine 1. Classroom facilities are good and improving and digitalised 2. Very good library facilities both in central library and in institute library 3. Wifi is available but issues occur in the wifi 4. Hostel food not so hygienic but comparatively fine
The BHU campus is exquisite, its a mix of tradition and modernity, spreading across 1300 acres. The campus has Sayaji Rao Gaekwad central library, where students can find enormous numberof books and digital resources as it is equipped with cyber section as well. For those interested in sports, it has an indoor gymansium,swimming pool and large playgrounds. It has many seminar halls, auditoriums and a amphitheatre for all sorts of events. It has students health centre and hospitals to help students 24 x 7. there are cafterias and atms for the convenience and the campus also give the wifi facility.
