Mention the course and the rank secured as well. Hostels are alloted on the basis of distance between your home and the university plus merit ranking as well. They have their own specific criteria for hostels allotment, attend the counseling, after the admissions you might get one.

Yes you can go and request officials to give you sometime to submit transfer certificate. Generally they allows you but you must submit it after sometime.
