In my opinion you should go for CBIT CSE.
CBIT is better than IIIT Manipur since living in hostel at Manipur is not a easy task when compared to CBIT. Campus life and all at CBIT are far better than IIIT Manipur even the placements.
If you want a b.tech degree then come in IIIT Manipur. Till now no company came and only 2 months to go for the first batch to get graduate. Now fees is also 2.6 lakh per year. So better to take other good college then go to private college in the same fees there you will get awesome placement. Here 0% placement.

I would like to say that iiit manipur is a new IIIT and so the placements here are very average considering the placements of some good iiit's. The average placements of IIIT manipur in the year 2019 was 5.2L and this was the first batch.

If we compare IIIT Agarthala and IIIT Manipur. Both are new colleges with similar placements, but if we see infrastructure and facilities provided by college IIIT Agarthala is best than IIIT Manipur.
Indian Institute of Information Technology Agarthala is established in the year 2018 it's a new college.
Placements: In this college, the placements are good. Almost 60% of the students got placed successfully in the year 2018. The highest salary package offered was of 20 LPA, and the average salary package offered was of 4 LPA.
Infrastructure: The hostel facilities provided are very good. The hostel is very hygienic. Facilities like 24 hours water, electricity, sports and many more are provided.
Faculty: The teachers are more reactive and are having great knowledge in the engineering sector. Having highest degrees in their subject.
Indian Institute of Information Technology Manipur is established in the year 2015.
Placements: The placements are average. About 55-60% of the students got placed. The average salary package offered is 6.5 LPA. LTI is one of the top recruiters. Almost 80-85% of the students got an internship in companies like Intense, Antara, etc. The highest salary package offered is around 12 LPA, and the lowest salary package offered is around 4.5 LPA.
Infrastructure: They provide Wi-Fi facilities. Labs, library and classrooms are equipped with excellent features. It is one of the first colleges to execute digital experiments based on modern machinery. The hostel is good. There is a canteen in the college, and night canteen is also available in hostels which are open till 3 AM. Both indoor games and outdoor games have their own specific area.
Faculty: Teachers are very helpful and extremely qualified. The course curriculum is more than sufficient, and the curriculum makes students eligible for all the technical and non-technical things necessary in industries.

Out of the three institutes mentioned by you in the question, NIT Agartala is better than the other two. It has good ranking with the lowest fees.
NITs are considered best college for the engineering in India. Faculty here is knowledgeable and well experienced. Nits are the value for money with good placement options.

IIIT Manipur Infrastructure is very good, offers a range of facilities to support the students in academic and extracurricular activities. The infrastructure includes Academic Building, Libraries, Hostels, Computer Labs, Sports Facilities, etc.
IIIT Manipur is having quite a good campus. The infrastructure is good and the hostel facilities are also their for both girls and boys. Their is wifi facilities, library is also their in the campus. Their are events in the college... As recently tech fest was organized..
My college have the good infrastructure and facilities. We have WIFI accessibility at every classroom in the college and we have a smart board facility, and we have large library, in that large library we have more than 10,000 thousand books in it. The food they provided was hygienic and clean.
