Yes,  Definitely you have a very good chance to get into RGNLU. Just wait for the upcoming rounds of counseling and in one of the upcoming round you will be allotted RGNLU. Also you can get into RMLNLU of you are open to it since your rank is really good.

Whatever courses you are talking about are excellent but very different from each other hence cant be compared at all. At the end it boils down to what you like and want to be. You can pursue CA with bcom or can do plain bcom honours or go for law but all these courses will open different different avenues for you so one cant be said to be better than another at all.

Considering your rank, score and after analysing the first allotment list for all categories, it seems difficult for you to get a seat in NLUs. This year the cutoff has been really high. Even in the third allotment list of low ranked NLUs there are very less chances of vacant seats for SC category. 

But you should not lose hope and take into consideration other private and government law colleges or universities for admission. They too provide good opportunities for students to learn and grow.

The cutoffs of CLAT are different for different categories of students.NLU,Odisha has relased the cutoffs for CLAT 2019.Based upon the CLAT cutoffs for the first round you can expect the follwing NLUs(assuming that you are from the general category):-

• CNLU Patna
• NUSRL Ranchi
• TNNLS Tiruchirappali
• DSNLU Vishakhapatnam
• MNLU Nagpur
• NLUJAA Guwahati
• DNLU Jabalpur

You have scored a decent and a good rank in CLAT 2019 and you can expect chances of admission in the following NLUs.With the rank you have scored you can also try for other private and government colleges participating in CLAT 2019.
