I got a rank of 3224 in CLAT 2019. Can I expect an NLU in the 2nd List?

Hey.
Here is a list of NLUs and their respective cut offs for the general category for admission through CLAT in the previous year. You can expect a similar range of cut off ahead too. Your chances in any of the NLUs on any list is negligible. You can try in the lower NLUs through vacancies though. But even there the chances can't be certain.

Hi, I have secured AIR-3400 rank in CLAT, which colleges can I apply? I am from general category. Do any NLU have women quota ?

Here is a list of NLUs and their respective cut offs for the general category for admission through CLAT in the previous year. You can expect a similar range of cut off ahead too. There is reservation for women in a few NLUs. But there ia not much difference in the ranks. With 3400 along with women reservation you don't seem to have much chances for NLUs.

Sir/mam I got 8020 rank in clat obc category is there any chance in getting seat in nlu's. What are minimum qualifying Mark's in clat

With the rank you're mentioning I'm afraid you have less chances of getting into an NLU if you fall in OBC category even with a state domicile. But you can definitely look out for other good colleges like 

  • Fairfield Institute of Management and Technology 
  • JIMS Engineering Management Technical campus, school of Law 
  • ICFAI Law school Hyderabad 
  • MS Ramaiah college of law 
  • Christ University Bangalore 

i have got 5136 air with general category and no domicile can i expect any nlu

Keep an eye on the vacant list notifications also for the top ranked NLUs.  You may get into RGNLU if any vacant seat notification arise.
