Considering you ST rank, you can definitely join national law university. Just apply for the colleges using your ST rank. I would also suggest you to keep your option open and apply for multiple colleges, as you know that the number of applicants in these exams are too

With that rank it looks not possible owing to the cutoffs for previous year of National Law University Cuttack which was 569 for opening rank and that of closing was 1038.

With that rank it is impossible for you to get an admission in any of the National Law School owing to your unreserved category. I would suggest you to take a drop and prepare well for the next CLAT exam so that you may get an NLU.
