every college has different policies so according to me yes, rank also matters if your rank is low so may be you have to may less management quota fees i will suggest you that directly contact to the college regarding this they will help you properly in that case.

Change from one university to another is only possible in case if you can start from 1st year itself. But changing university from 1st year to second year is not possible as per my knowledge.
