Hey,
Nothing fixed can be said until NEET 2021 results come out. Cut offs and ranks are subject to change every year depending on the number of seats available, the performance of the students and the difficulty level of the paper.
Keeping this in mind, based on previous year data with 400 marks you may get a rank between 203121-215020. You can also predict your rank using NEET Rank Predictor https://medicine.careers360.com/neet-rank-predictor?utm_source=qna&utm_medium=neet_rp
Last year the cut off for government medical colleges under SC category through Uttar Pradesh State Quota was 457 marks. So based on this, it is a bit difficult to predict your chances of getting a government medical college. Things will become clear when this years' seat matrix for Uttar Pradesh State Counselling comes out. Keep a check on https://upneet.gov.in/ for timely updates.
You can get a seat in the following private medical colleges through Uttar Pradesh State Counselling -

Last year the cut off rank for general category in MS General Surgery under All India Quota through All India Counseling was around 10000. So based on this it is quite difficult for you to get a government quota seat. But you can surely get a management quota seat in MS General Surgery. Hi Akshit, hope you are doing well. With regards to your question I want to mention that with a rank of 13673 in NEET PG, and matching it against the previous years rank vs marks cutoff trends in different government medical Colleges in Punjab you have a pretty good chance of securing a seat in two Government Medical colleges in Punjab namely Government Medical college, Amritsar and Guru Gobind Singh Medical college and Hospital, Faridkot. Now after securing a seat your branch of specialisation can vary. You have good chances of securing a seat in MS General surgery but keeping in mind the fierce competition nowadays its better to keep an alternative always. I am sharing you the article which may help you to a great extent. Hope it helps. Thank you
