Eligibility criteria for JEE Advanced-  You should've successfully qualified JEE advanced and should'v scored atleast an aggregate of 75% marks in 12th standard qualifying examination. If you belong to the SC/ ST/ PwD category, then you should have secured aggregate marks

am i even eligible to apply? I did not clear the normal cutoff

You must score above 75% in order to get admission in any college.

With a MAT score you cannot apply in JoSAA council. If you want to pursue engineering you have appear for examinations like GATES not CAT/MAT/XAT which are for MBA aspirants particularly.
