Look for the last column in the list where it will be mentioned whether you are eligible for JIPMER councelling or not. You can check for your eligiblility there. The list comes in a pdf form and you can download it.

Since you haven't mentioned your category , I would like to believe that you are a general category student.

As far as jipmer is concerned it is one of the most sort after college in the nation for MBBS and according to my knowledge it is next to impossible to get a seat in such a prestigious institution at 1900 rank.And last year the rank you mentioned can be of reserved category also sometimes a lot of people leave there seat and go to some other colleges in that case a lucky candidate may get a seat at 2100rank.

But in normal circumstances it is not possible .

If cutoff remains similar to last year then you may get seat at least by the end of counselling process. Last year the cutoff for SC category for all rounds was around 318 category rank. Even a slight deviation won't affect the cutoff much.

It's very tough to get a seat with category rank 70 in Pondicherry. In total only there are 200 seats out of which 100 are for state students. So, it's nearly impossible to get a seat in Pondicherry. U can try other ways. All the best

Yes, you'll be eligible for counselling as you are qualified but most probably only for final counselling(in case of any vacancies) as in last year the opening and closing rank for Puducherry and Karaikal were 13-53 and 59-318 respectively and it depicts that there are no chances for you to get a seat in any of JIPMER. However, you have to wait for the next notice for the subsequent round of counselling for surety, it is advised to visit official sites for updates.
